HOUSTON – President Luke gave a short speech for those attending MicroCon 2022, due to his expected absence from the event, due to ongoing health issues and a busy work schedule.
Dracul was unable to find an available representative in the President’s place, so Dracul will not be attending the convention this year, either.
In President Luke’s speech, he addressed the importance of MicroCon for the micronational community, along with reasons for its importance. Other topics spoken on were professionalism, respect, and the news media’s interpretation of micronationalism.
Most who read about micronationalism in the news typically see biased articles, describing the community as odd in weird in different variations. President Luke felt it was necessary to speak about these topics, since the community desires to be taken seriously.
The President finished his speech by wishing all of those attending much success in their educational and recruiting mission with non-micronationalists attending. While Dracul may not be present at the convention, several of their friends and mutually recognized nations will, which will mostly lead to Dracul being discussed at the convention.
The President stated he intends on attending the next convention in 2024.
The Secretary of State, in conjunction with the Executive Office of the President, would like to remind all foreign officials and governments that Dracul has a strict policy on contacting high leadership, such as the President and Vice President.
Prior to the end of last year, Dracul made a policy stating that in order to contact the President/Vice President, that contact must first be made with the President’s personal secretary, his cabinet, or the Secretary of State.
The President had a high volume of email and messenger chats earlier this week and asked that all be reminded of this policy, as not only is he recovering from a recent medical issue, but the fact that his work load is higher than usual.
This policy helps organize contact with other foreign officials. When the President is overwhelmed by unsolicited emails and requests for recognition, these messages may become lost or forgotten about. While some may feel their need for contact is urgent, it may in actuality not need the attention of the President or Vice President.

DARVIN – The third Parliament of Dracul voted in a 2-0-1 decision on Sunday evening, to gift the Las Verdes Colinas territory to the Grand Emirate of Raphania.
Las Verdes, before it was made into a Draculian territory in 2021, was an unclaimed section of land in the Arizona macro city of Gilbert, originally controlled by Grand Emir Charles Ross.
Throughout its time under Dracul’s control, the land remained mostly abandoned, mostly due to a lack of nearby Dracul citizens.
Ross requested the land in May of 2022, due to his nearby physical presence, and due to the fact that the territory was never functional under Dracul.
“We felt there was no reason to hang onto land we did not utilize.” said President Luke. “Raphania is trying to further relations with us and desires more land. We’re doing our part as a good friend by assisting with this.” he added.
Breco Territory was the first territory to leave Dracul’s control, after Grand Marshal Scott Jeanes made the decision to declare independence, back in April of 2022.
There has been no public mention of Dracul desiring any new land claims as this time.
BRAN DISTRICT – President Stephen Luke of Dracul, along with Prime Minister William Wilson of Austenasia, are set to meet on July 2nd in Bran District, Dracul, for a formal, in person signing of a treaty of mutual recognition.
The news was made on the morning of June 23rd, as an event was added to the Dracul Discord server.
This treaty comes after Dracul made foreign policy changes limiting micronations from applying for mutual recognition.
“I spoke with Emperor Jonathan several months ago about mutual recognition, before our new policy went into effect, so we will be honoring our initial discussion.” said President Luke.
This treaty will create new relations and add to the additional ones of other well known micronations, such as Westarctica, Flandrensis, West Who, Aigues-Mortes, and others.
It’s unknown at this time if other treaties will follow, such as trade or defense treaties.
A state visit and tour of Dracul will take place as well, before the treaty signing begins.
APRIL 20, 2022 – The Department of State of the Commonwealth of Dracul has ceased the online application process for micronations wishing to establish mutual recognition with Dracul. Prior to this decision, micronational leaders had the ability to apply for recognition on Draculgov.com, if they met the requirements outlined by the Department of State.
The decision was made by the Office of the President, in conjunction with Secretary of State Valeriano Anibarro, during a phone conference on April 19, 2022. Both offices felt this was a necessary move, due to various issues that come with mutual recognition.
The primary reason for this decision was based on how President Luke explained it, which was due to the fact that most micronations that receive recognition usually disappear, without further contact with the mutual micronation. At times, micronations will not continue to pursue additional steps, such as trade agreements, alliances, or mutual projects to better one another’s nation.
Recognition will now be offered by Dracul on a case by case basis, to micronations who show a continued interest, such as support in campaigns, projects, alliances, and longevity. This is a similar practice carried out by other micronations, such as Molossia and Westarctica.
Micronations that are currently recognized will be evaluated this week on the basis of shown continued interest, communication, and support. Those who do not make the cut will lose recognition.
APRIL 18, 2022 – The Commonwealth of Dracul continues to acknowledge Juan Guaidó as Venezuela’s interim president and the legally elected 2015 National Assembly as the final remaining democratic institution. We applaud the accord agreed to extend the power of the National Assembly, which was elected in 2015, and its president, interim President Juan Guaidó.
The Commonwealth of Dracul stands with the people of Venezuela in their aspiration for a peaceful return to democracy through free and fair elections. The Venezuelan people have been robbed of democratic self-determination due to the Maduro regime’s pattern of political repression, pervasive human rights violations, and significant limits on political and civil society actors and freedom of expression. We support the Unitary Platform’s and other actors’ efforts in Venezuela to restore democratic order and the rule of law.
We urge Nicolás Maduro to re-enter the Mexico negotiations in good faith and for the sake of the Venezuelan people. We advocate international cooperation in order to alleviate the suffering of the Venezuelan people and end the humanitarian problems in the country.
Dracul’s Department of State announced today that micronations formally recognized by treaty, who have not remained in contact with the Commonwealth are at risk of losing their formal recognition. Over the past several months, Dracul has noticed many of the micronations it formally recognized have made no attempts to check in, ask for assistance, provide updates, or ask for an ambassador.
“The whole point of establishing formal recognition in the first place is to create a friendship between the other nations.” said Secretary of State Valeriano Anibarro. “If they don’t stay in touch with us, we have no idea what their status is; if they’re active or dissolved, or if they’re even alive.” he added.
Dracul is not the only one who has gone through this experience. In fact many micronations to this day have established relations with others, only for them to vanish and never be heard from again. The State Department has decided that it’s time for something to be done about this.
“All we ask is that our allies check in with us and ask us what’s going on.” said Vice President Stephen Luke. “If we have relations with them, it stands to reason that we would want them to let us know what they’re up to, or if they need help.” he ended.
At the moment, the State Department is in the process of reviewing all formally recognized treaties and checking for correspondence with those nations. For any nation that has been out of touch for over a year, they will most likely lose recognition. The list of recognized micronations will soon shrink on draculgov.com, expected in the next couple of weeks. For allies of Dracul wishing to get back in touch, they’re asked to email DOS@draculgov.com.
Dracul’s Department of State approved their newly created recognition criteria on Monday afternoon. These discussions took place, due to the large number of micronations currently recognized by Dracul, which are rarely heard from, and many of which are unable to benefit Dracul in some sort of manner.
Some of the new changes were micronations not changing their government structure from 6 months down to 3 months at the time of application, micronations must being able to provide something in return for their formal recognition, and more details added to certain sections, in order to avoid confusion or assumption.
The requesting micronation must be in existence for at least 1 year. The micronation must not have drastically changed their government style within the past 3 months of applying.
The micronation must have a website or social media account, showing their leaders and citizenship information. If a micronation cannot prove they’ve existed from their claimed start date, they will be rejected.
All micronations must make reasonable land claims. Dracul will not establish a treaty with a micronation that claims land of an entire city, state, county, or country. In addition, the micronation cannot claim an entire population without those people’s knowledge.
The micronation must physically exist. Micronations that exist virtually, have fake history, fabricated citizenship numbers, or claim planets will not be approved.
Dracul will not engage in diplomacy with micronations that partake in micronational warfare, or who claim war against UN recognized nations.
Any micronation that displays immature behavior, operates as a simulation, uses copyrighted images as their own, or targets legally protected groups will not be approved.
Dracul will not discuss diplomacy with micronations who operate in a Marxist, Leninist, Nazi, anarchist, or Anti-Semitism style.
Leaders of a micronation must be real people. There may be animals within the royal family, however they cannot be a ruling party of the government.
The highest ruling person must be of legal age to be recognized. This means anyone serving as a leader, monarch, or president, who is under the age of 17 will not be recognized (nations recognized before 10/11/21 are grandfathered in).
The micronation must be able to benefit Dracul, whether it’d be about economy, physical trade, or physical/digital technology. Dracul will propose the same in return.
The new requirements are in effect today, but are put into practice tomorrow, October 12, 2021. Micronations who currently hold formal recognition with Dracul will be required to meet all the new criteria, unless specified otherwise.
